Rear Admiral Fadhil joined the Royal Malaysian Navy in 1988 and was commissioned into the Executive Branch. He is currently the Director General of Defence Cyber and Electromagnetic at the MAF Haigate Complex.
He has extensive sea service aboard several ships, including as Executive Officer of KD KELANTAN (Patrol Craft) and KD LEKIU (Frigate), Gunnery Officer of KD PENDEKAR and KD GANYANG (Fast Attack Craft – Missile), Communication and Electronic Warfare Officer of KD LAKSAMANA HANG NADIM (Corvette), and Commanding Officer of KD PAHANG (Patrol Vessel).
Rear Admiral Fadhil has also completed a wide range of shore-based appointments at the Navy and Joint Forces Headquarters, including as Staff Officer Strategy at Navy Headquarters, Chief Staff Officer (Operations) at Fleet Operations Command Headquarters, Staff Officer Maritime Operations (J5) at Joint Force Headquarters, Director of Human Resource Development at Navy Headquarters, the founding Director General of the RMN Sea Power Centre (2018–2021), Senior Director of the Plan Development Division at Navy Headquarters, Deputy Western Fleet Commander, and, most recently, as the Senior Director of Human Resources at Navy Headquarters.
In his pivotal role overseeing the cyber and electromagnetic domain, he formulates strategies that bolster the Malaysian Armed Forces’ (MAF) readiness in Cyberspace, Electronic Warfare (EW), and Communication and Information Systems (CIS). His visionary leadership leverages next-generation technologies including NewSpace, Satellite as a Service (SataaS), Direct to Device (D2D) connectivity, and AI/ML to revolutionise MAF’s satellite communications. This initiative is forging a resilient, high-performance network essential for seamless force integration and superior Command, Control, Communications, Computers, and Intelligence (C4I) effectiveness.
Rear Admiral Fadhil holds a Master’s in Defence Studies from the National University of Malaysia and a Master’s in Management from UNITAR International University. He is an alumnus of the Advanced Command and Staff Course United Kingdom, the Malaysian Armed Forces Defence College, and the National Resilience College.
Rear Admiral Fadhil is blessed with two sons and a daughter. He enjoys playing badminton and occasionally plays golf.
